California help for small businesses and private enterprise owners may be found in the form of loans provided by the government at the state and federal levels below:

The Small Business Administration (SBA) is offering the following resources:

  • Small business owners can apply for California SBA loans directly on the U.S. Small Business Administration website.
  • The disaster customer service center is available to small businesses at 800-659-2955, or email [email protected]. For deaf and hearing impaired, call 800-877-8339.
  • Disaster assistance is now available to all California small businesses by clicking here.
  • Small businesses in San Francisco and Los Angeles, respectively, can find assistance with the following:

  • San Francisco COVID-19 Small Business Resiliency Fund
  • City of Los Angeles Small Business Emergency Microloan Program
  • For financial and technical assistance for small businesses impacted by COVID-19, entrepreneurs may:

  • Contact Small Business Technical Assistance to see California’s network of small business support centers.
  • Visit the Office of the Small Business Advocate for a list of frequently asked questions to help support California’s small businesses.
  • Submit a request to the GO-Biz’s Office of the Small Business Advocate directly.
  • The U.S. Small Business Administration Economic Injury Disaster Loan Program is also assisting small businesses in California by way of:

  • Paycheck Protection Program–find your lender here.
  • Economic Injury Disaster Loans (EIDL)–apply directly on the SBA website.
  • Small Business Debt Relief–check out all available programs here.
  • For small businesses with 750 employees or fewer

  • The California Capital Access Program CalCAP can provide up to 100% coverage on losses as a result of certain loan defaults with a loan loss reserve program. Individual borrowers are limited to a maximum of $2.5 million enrolled over a three-year period. To enroll, contact a Participating Lender here.
  • The CA Infrastructure and Economic Development Bank (IBank) Finance Programs are setting up a Disaster Relief Loan Guarantee Program that is providing loan guarantees of up to $1 million for small business borrowers in declared disaster areas, as well as a Jump Start Loan Program offering loans from $500 to $10,000 to low-wealth entrepreneurs in declared disaster and emergency areas.
